South Australia has made remarkable progress in clean energy technology, leading to over 74% of the state’s electricity being generated from renewable resources in just over 15 years. By 2027, South Australia is committed to becoming a net 100% renewable energy generator.
With abundant land, excellent wind speeds, and solar radiation, South Australia is poised to emerge as a pioneering, cost-effective renewable hydrogen supplier.
The Government of South Australia has allocated over half a billion dollars to the Hydrogen Jobs Plan to establish a world-class renewable hydrogen power plant, electrolyser, and storage facility near Whyalla by early 2026.
The 200MW Whyalla hydrogen power plant will act as a new source of adaptable power, providing added grid stability for homes and businesses across the state by harnessing excess renewable energy generated from large-scale wind and solar farms to ensure a consistent supply.

EOI - Construction Manager - Whyalla
The Construction Manager is responsible for overseeing and managing the entire construction process from start to finish. This role involves coordinating and supervising various contractors in the construction of the Hydrogen Power Stations for the Hydrogen Jobs plan. This role is critical in ensuring the project is completed safely, on time, within budget, and to the required quality standards.
What You’ll Bring:
- Comprehensive knowledge of safety standards and best practices in the construction industry, particularly those relevant to large-scale industrial projects.
- Relevant qualification in project management and or engineering
- 10+ years’ experience as a construction manager, site manager or project manager on relevant large-scale industrial projects.
- Demonstrated success in delivering complex construction projects on time, within budget, and to the required quality standards.
- Strong technical knowledge in civil, electrical, or mechanical engineering, with an emphasis on power station and renewable energy infrastructure.
- Experience managing industrial relations, including working with unions, managing right of entries, and resolving disputes.
EOI - Project Manager - Adelaide | Perth
The Project Manager plays a pivotal role in leading the planning, execution, and successful completion of the Hydrogen Power Station within the Hydrogen Jobs Plan. Collaborating closely with the Project Director, this role ensures that the project adheres to the highest safety standards, meets all deadlines, remains within budget, and achieves the designated quality benchmarks.
What You’ll Bring:
- Bachelor's degree in project management, engineering, or a related field. Master’s degree or project management certifications (e.g., PMP) highly regarded.
- 10+ years in project management within large-scale infrastructure or renewable energy projects.
- Demonstrated experience in leading multidisciplinary teams and managing complex project schedules.
- Strong understanding of the technical and regulatory aspects of large-scale construction projects, especially in the energy sector.

The Project Controls Manager plays a critical role in supporting the successful delivery of the power generation element of the Hydrogen Jobs Plan. This position is essential for providing expert planning, monitoring, and analytical support to ensure that the project adheres to its timeline, budget, and quality specifications. The Project Controls Manager will implement robust control systems to track project progress and performance, directly influencing decision-making processes to optimize the efficiency and effectiveness of the power generation project delivery.

- Bachelor's degree in construction management, engineering, or a related field. Additional certification in project controls, such as PSP or PMI-SP, is advantageous.
- 10+ years in project controls within the construction or energy sectors.

The Project Engineer is responsible for providing engineering expertise and technical support throughout the lifecycle of the Hydrogen Power Stations construction. This role involves planning, designing, and overseeing engineering activities to ensure project goals are met safely, efficiently, and within budget.
What You’ll Bring:
- Bachelor's degree in civil, electrical, or mechanical engineering.
- 5+ years of experience in engineering roles related to large-scale industrial or renewable energy projects.
- Strong technical knowledge in engineering principles, design software, and project management tools.
- Familiarity with local, state, and federal regulations pertinent to engineering in renewable energy projects.
- Experience in planning, scheduling, and coordinating engineering activities in large-scale projects.
Commercial Manager - Adelaide | Perth
The Commercial Manager is responsible for overseeing all commercial aspects during the delivery phase of the South Australian Hydrogen Jobs Plan. The Commercial Manager will ensure that commercial strategies align with project delivery objectives, focusing on cost control, contract management, and risk mitigation while working closely with construction and project teams. The role ensures that commercial risks are identified and managed, and that ATCO’s contractual obligations are met throughout the project’s lifecycle.
What You’ll Bring:
- Demonstrated experience in commercial management within large-scale construction projects, with a focus on contract administration and cost control.
- Strong understanding of construction contracts, particularly in an EPC (Engineering, Procurement, and Construction) context.
- Experience managing commercial risk in high-value, complex infrastructure projects.

Contracts Administrator - Adelaide | Perth
The Contracts Administrator supports managing contracts for ATCO’s construction projects under the South Australian Hydrogen Jobs Plan. This role is responsible for administering contracts from both a commercial and procurement perspective, ensuring compliance with terms, managing variations, and supporting contract negotiations. You will work closely with the Commercial, Finance and Procurement team, ensuring that all commercial and supplier-related contractual obligations are met while safeguarding ATCO’s interests and ensuring value for money.
What You’ll Bring:
- Familiarity with procurement processes, supplier management, and contract negotiations for both procurement and construction contracts.
- Strong understanding of contract law, regulatory compliance, and risk management in a construction environment.
- Proven ability to manage contract variations, extensions, and supplier agreements in line with project and procurement requirements.
HSE Lead - Adelaide | Perth
The HSE Lead plays a critical role in ensuring the health, safety, and environmental (HSE) compliance of ATCO’s construction activities for the South Australian Hydrogen Jobs Plan. This role will lead the implementation of HSE policies and procedures on-site, ensuring a safe working environment and compliance with relevant laws and regulations. This role involves collaboration with site management, contractors, and workers to ensure that safety is embedded in all construction activities.
What You’ll Bring:
- Extensive experience in HSE leadership within the construction industry, with a proven track record of managing HSE compliance on large-scale infrastructure projects.
- Strong knowledge of Australian HSE laws, regulations, and standards, particularly in relation to construction activities.
- Demonstrated ability to manage HSE risks in a high-risk construction environment, including the development and implementation of safety management plans.
- Experience conducting incident investigations, risk assessments, and HSE audits.
- Proven ability to lead HSE training and influence positive safety behaviours on-site.
